As announced March 13, 2025 and follow up guidance issued March 27, 2025 by the Chief Financial Officer, the University is operating under Financial Sustainability requirements. Financial Sustainability requires requisitions to now secure additional approvals. Requisitions received on or after March 31, 2025 must have the following approvals:

>$100K<$250K: Vice President approval

>$250K: Vice President and CFO approval
In a few days, workflow will be in place in Workday that will automatically route purchase requisitions for these approvals.
Requisitioners are to attach a justification form to requisitions >$100,000 that clearly explains why the procurement must occur now.
Note: Transactions are not to be split into multiple transactions to circumvent the dollar thresholds.
Complete the “Capital Project Justification Form” and attach it to the Workday purchase requisition.
Capital projects greater than $250,000 will also be reviewed by the Interim Vice President and Chief Administrative Officer, with final approval from the Capital, Infrastructure and Technology Committee (CITC).
Project descriptions should clearly demonstrate their necessity related to the immediate need for the continuity of operations, health and safety, compliance with laws and regulations, and critical mechanical systems - regardless of whether the college or unit has identified funding sources.
Complete the “Large Discretionary Operating Expenditure Justification Form” and attach it to the Workday purchase requisition.
Workday Change Order Requests for Purchase Orders that cause the total PO to be greater than $250,000 require the same justification form.
Complete the “Discretionary Operating Expenditure Justification Form” and attach it to the Workday purchase requisition.
Purchase Order (PO) amendments which cause the total PO to be greater than $100,000 require the approvals noted above.
When submitting a requisition in Workday, please complete the necessary forms and secure the approvals and attach them to the Workday requisition prior to beginning the Workday workflow.
